To provide law enforcement officers with the best possible protection, each officer should be equipped with both a ballistics vest worn over the uniform and vest made of Kevlar® worn under the uniform.
A ballistic vest helps absorb impact and can reduce or stop penetration from bullets and shrapnel. Metal or ceramic plates can be inserted into the vest to give additional protection against rifle rounds. Metallic components or tightly woven fiber layers can also give armor resistance from puncture wounds. Ballistic vests use layers of fibers to deform a bullet and force it over a larger portion of the vest. The energy is absorbed bringing the bullet to a stop before it can penetrate. Some bullets can penetrate the vest, but still deal lower damage to its wearer which is why officers should be supplied with double protection of a vest over and under the clothes.

Vests made with Kevlar® provide bullet protection and protect from puncturing as well. The material is resistant to melting as well as chemical attacks.
